The researchers visited community HIV organizations to learn what they considered most important for serving sexual and gender minority clients, what resources they had, and where services needed improvement.

Plain Language Abstract

Sexual and gender minority communities can face discrimination and barriers when seeking sexual health services. Researchers used rapid assessment methods during site visits to 11 community-based HIV service agencies. They spoke with organizational leaders and examined how agencies’ priorities, resources, and needs aligned with the city’s Ending the HIV Epidemic plan. Themes included the materials clients see, priorities for serving sexual and gender minority communities, policies and protocols, collection of sexual orientation and gender identity information, staff training and education, and program funding and scope. The researchers organized these topics using an implementation framework that distinguishes influences inside organizations from those in the larger environment. Because the study focused on agency-level perspectives and rapid assessment, it did not evaluate whether particular services improved client health outcomes. The authors concluded that rapid assessment can help public health agencies and community partners identify timely changes needed to deliver comprehensive, culturally humble sexual health services. Findings should be interpreted as local organizational priorities rather than a national assessment.
